With privilege elevation user, if perl rpm/fileset is corrupted at the OS level then perl binary that comes with EBS AppsTier or DBTechStack cannot be used to invoke adpreclone.pl or adcfgclone.pl utility.

You must install perl rpm/fileset at the OS level and the perl utility must be usable by Oracle OS users.

"ebs_<PDB_SID>" listener services are getting disappeared on VDB stop/start. As a workaround, a new Third Configure Clone Hook has been added.
